 Financial Times said Tuesday, Dec 22, that Nigeria is the nation with the highest number of poor people living on less than $1.90 a day.

The publication added that Nigeria is at risk of becoming a failed state, following the spate of kidnappings, killings, insecurity and violation of human rights.

The international publication also stated in the article that the Nigerian government has lost control of the country.

Suggesting solutions to Nigeria’s problem, Financial Times said: "President Muhammadu Buhari must seek to draw a line in the sand. He must redouble efforts to get a grip on security. He also needs to restore trust in key institutions, among them the judiciary, the security services and the electoral commission, which will preside over the 2023 elections."

The Indigenous Peoples of Biafra (IPOB) has launched a security outfit known as the Eastern Security Network (ESN), which it said will protect the south-east and south-south from criminal activities.

Spokesperson of the proscribed group, Emma Powerful who made the announcement on Sunday December 13, said the outfit is a replica of Amotekun launched by the governors of the south-west to curb insecurity in that region.

He added that the “failure” of the governors of the south-east and south-south to enforce measures that will protect the people in those regions, led to the launch of the security outfit.

The statement read;

“The sole aim and objective of this newly formed security outfit known as Eastern Security Network is to halt every criminal activity and terrorist attack on Biafraland.

“This outfit, which is a vigilante group like the Amotekun in the south-west and the Miyetti Allah security outfit, will ensure the safety of our forests and farm lands which terrorists have converted into slaughter grounds and raping fields.

“We can’t watch helplessly while those we are agitating to liberate from bondage are gradually being eliminated by terrorists.

“We, therefore, advise every robber, kidnapper and other criminals to steer clear of Biafra land or brace for the worst. We must defend Biafra no matter the price.

“Biafra security network personnel will release special phone numbers for people to call whenever there is any case of criminality, including kidnapping and robbery activities, in the whole of Biafra land.

“Every resident in Biafra land should use the numbers to report any criminal activity anywhere in Biafra land for prompt response.

“Unnecessary police brutality on innocent citizens also must stop.

“Police and army checkpoints which have since been converted to extortion points should be dismantled. Any attempt to sabotage this security network will be stoutly resisted.”

The prosecutor of the International Criminal Court (ICC) has issued a preliminary determination to investigate Nigerian security forces over allegations of “crimes against humanity” and “war crimes”.

The ICC Prosecutor, Fatou Bensouda, today, Dec 11, released a statement on the conclusion of the preliminary examination of the situation in Nigeria.

The statement begins: "Today, I announce the conclusion of the preliminary examination of the situation in Nigeria."

This is coming on the heels of allegations of human rights abuses by the country’s security forces in the north-east and other parts of Nigeria.

Fatou Bensouda continued: "As I stated last year at the annual Assembly of States Parties, before I end my term as Prosecutor of the International Criminal Court ('ICC' or the 'Court'), I intend to reach determinations on all files that have been under preliminary examination under my tenure, as far as I am able.

"In that statement, I also indicated the high likelihood that several preliminary examinations would progress to the investigative stage. Following a thorough process, I can announce today that the statutory criteria for opening an investigation into the situation in Nigeria have been met."

She added that the ICC "found a reasonable basis to believe that members of the Nigerian Security Forces ('NSF') have committed the following acts constituting crimes against humanity and war crimes: murder, rape, torture, and cruel treatment; enforced disappearance; forcible transfer of population; outrages upon personal dignity; intentionally directing attacks against the civilian population as such and against individual civilians not taking direct part in hostilities; unlawful imprisonment; conscripting and enlisting children under the age of fifteen years into armed forces and using them to participate actively in hostilities; persecution on gender and political grounds; and other inhumane acts."

A Federal High Court in Abuja yesterday granted an order restraining Prof. Kemebradikumo Pondei, Mr. Cairo Ojougboh, and others from performing the functions of the board of the Niger Delta Development Commission (NDDC).

Justice Ahmed Mohammed also granted leave to the applicant to apply for judicial review for an order of mandamus compelling the Independent Corrupt Practices and Other Related Offences Commission (ICPC), sued as the 9th defendant in the suit to investigate the Minister of Niger Delta, Senator Godswill Akpabio, and the five members of the board over allegations of N3 billion contract fraud.

In suit number ABJ/CS/617/2020, Justice Mohammed, in a ruling on an application by a Civil Society Organisation Forum for Accountability and Good Governance, restrained them from parading themselves as Board members of the NDDC.

The court granted leave to the applicant to apply for judicial review of the powers of the President or the Minister of Niger Delta to appoint Prof. Pondei, Dr. Ojougboh, and others in an interim capacity as members of the NDDC board.

By this order of the court, the members of the NDDC Board are restrained from performing the functions of the board pending the hearing and determination of the Motion on Notice which is fixed for December 8, 2020.

The plaintiff in the suit said it had notified President Muhammadu Buhari, the Attorney General of the Federation, the Secretary to the Government of the Federation (SGF), the Department of State Services (DSS), the Economic and Financial Crimes Commission (EFCC), and ICPC of the interim vacancy in the commission.

The plaintiff also urged that the most senior civil servant or administrator in the commission be appointed and prayed that the suspended officers are stopped from accessing the commission’s offices and files.

This, according to them, is to prevent them from tampering with evidence which could be used by the ICPC in its probe.

Parties joined in the suit are the Attorney-General of the Federation, the Senate, Minister of the Niger Delta, Prof. Kemebradikumo Pondei and Dr. Cairo Ojougboh. Others are Dr. Joi Nunieh, Mrs. Caroline Nagbo, Cecilia Bukola Akintomide and ICPC.

The Peoples Democratic Party (PDP) has admitted error in Edo State Governor Godwin Obaseki’s University of Ibadan (UI) certificate.

This is coming after the Action Democratic Party (ADP) and Iboi Emmanuel, the party’s governorship candidate asked the tribunal to nullify Obaseki’s election on grounds of submitting false information to the Independent Electoral Commission (INEC) to enable him run for office.

The petition read;

“Obaseki submitted a certificate purported to have been signed by the vice-chancellor and the registrar of the university.

“In the form EC9 submitted to INEC in 2020, Obaseki attached an un-dated certificate with only one signatory purporting to be the signature of the Vice-Chancellor of the University of Ibadan.

“The petitioners will rely on oral and documentary evidence to show that professor Tekena Tamuno who was vice-chancellor of the University of Ibadan from December 1975 to November 1979 had not only died in 2015 but could not also have signed a document purporting to be a document of the University of Ibadan after his retirement and death.”

However responding to the petition filed by the ADP and Emmanuel, the PDP said there was a mix-up in Obaseki’s admission and graduation year.

The party which blamed the error on a photocopier, added that Obaseki observed the mandatory National Youth Service Corps (NYSC) scheme despite the mistake. It added that the petition was incompetent and statute barred, describing it as a pre-election matter ‘which the tribunal could not entertain’.

PDP's counsel, Adetunji Oyeyipo said;

“There was a misstatement in mixing up the year of graduation with the year of admission.

“While filling the forms for the election in 2016, Obaseki inadvertently and mistakenly wrote 1976 in a portion of the form for the year of the graduation which was the year of his admission into the University of Ibadan.

“At the time Obaseki was completing his form CF001 in 2016, he deposed to an affidavit stating that he had misplaced the originals of all of his certificates while changing offices with the intention to apply for a re-issuance if his certificates.

“Subsequently, before Obaseki submitted his Form EC9 in 2020, the original certificate issued by University of Ibadan was eventually found which has the signatures of the Vice-Chancellor and Registrar of the University.

“The original certificate was issued in A5 size; however, in order for the photocopy of the certificate to be attached to the form CF001, the size was reduced to A4 and in the process, leaving out some information on the certificate.

“The tribunal lacks the jurisdiction to entertain the petition for reason that same is statute barred because the issues raised by the petitioner, according to the PDP are averments which are not relevant for the purpose of determining the petition at the Election Petition Tribunal, as the said averments relate to facts concerning the previous election conducted in 2016 and that since the election under dispute is that of September 2020 and as such should be dismissed."
